No, I don’t think there is anything very concrete beyond what is in the 
Strategy Document.  We’re not delegated permission from the Ubuntu Membership 
Board in the way Kubuntu is to add people to the Ubuntu Members set on

Launchpad functionality changed slightly since that section was written.  As 
long as the aspirant has an LP account and is a member of a sub team already 
then a vote of the council can be taken to decide on admitting the aspirant to 
the overall team.  They’re the only ones who can do that on LP anyhow 
permissions-wise.

As Xubuntu Council also owns the Xubuntu Documentation team on LP presently 
somebody either needs to add philipz85 to it so he gets out of pending or the 
team owner needs to change to somebody else temporarily for housekeeping to be 
done.  The aspirant’s LP account was created 2013-12-31.  I would recommend the 
aspirant additionally consider applying before an Ubuntu Membership Board as 
provided here: https://wiki.ubuntu.com/Membership/NewMember

Besides it looks like the boards haven’t met in five months as it is.  We don’t 
want them falling into disuse.  Unlike Community Council there are still people 
appointed to the Membership Board pool so I will help when the aspirant is 
ready to present them to that board.
