The screenshots you provided are from Settings Manager | Appearance |
Fonts (on an English system).

I don't know--the two screenshots look identical to me as far as font
display goes.

There are differences that appear to be changes that arise from the use
of a different theme in Settings Manager | Appearance | Style. Is
Greybird the style for both screenshots?

One of the things I like about xfce and xubuntu is the solid display of
fonts. From what I have seen, this trend continues from 4.12 to 4.14
(xubuntu 18.04 to 19.10).
