On xul.sourceforge.net:

"XML Windowing Toolkit (XWT)
http://www.xwt.org
Xul "Lite"; available as self-installing ActiveX browser plug-in; developed in Java; GNU General Public License (GPL); Headed By Adam Megacz"

This is grossly incorrect. XWT is not a browser plugin, nor is it activex. The launcher is an activex browser plugin. The launcher is used to automatically (well, 1 click) install the XWT core which is a native binary or Windows, Linux, MacOS, and Solaris and a Java jar anywhere else.

Written in Java, XWT is compiled into native binaries by GCJ and Adam has been one of the major driving forces behind binary compilation work in GCJ.

A better description:

"XWT: the XML Windowing Toolkit
http://www.xwt.org
XWT is a self installing platform for remote UI development in an XUL. Written in Java, it is available - through GCJ - as a native binary on Win32, Linux, MacOS, and Solaris and as a Jar on all other platforms. New features include SVG, Truetype fonts, and OpenGL acceleration. A widget set, written in XUL for XWT, is available under an LGPL license. The core is GPL; headed by Adam Megacz."
