Since Mozilla.org also redesigned the developer area it's a tragedy to see that on the Mozilla Web Developer Portal Page you won't find a single link to XUL.
You're looking in the wrong place: http://website-beta.mozilla.org/docs/
There's plenty of XUL links there.
Basically, the web developer section on mozilla.org is aimed at web developers (ie HTML/CSS) and not at application developers (since XUL is primarily aimed at LAN application development).
Hence you have to look at the 'developer docs' and not the 'web developer docs'. It does make sense, if you think about it.
