The FAQ says:

" But if you release the modified version to the public in some way, the GPL
requires you to make the modified source code available to the program's
users, under the GPL. "

I would also point you to the information on the MySQL licensing page, which
states:

"The Open Source License allows you to use the software at no charge under
the condition that if you use MySQL in an application you redistribute, the
complete source code for your application must be available and freely
redistributable under reasonable conditions. MySQL AB bases its
interpretation of the GPL on the Free Software Foundation's Frequently Asked
Questions. "

I believe that is the same FAQ you were referring to.
