I have found workaround: I just changed "XkbLayout" from "us,ru" to just "ru", and it works for now. I also tried to change to "us,ru(winkeys)" - this works but all keycodes become shifted 1 position to the right, even in us layout.
It seems that Xkb code is somehow corrupted or maybe I misunderstand something?
