The panels are from GNOME, not X - the people in desktop-discuss would be the
ones to ask, since I have no idea what can be done there.

There are a number of options you can try in the Font tab of the Appearance
preferences that change how they are rendered. If that's not it, and someone
who knew about font rendering could figure out the problem and submit a patch
to the upstream, then we'd get it in the next update from upstream. We don't
really have anyone here who works on that level of font rendering.
