Yes, by upgrading to Solaris 10 8/07 or later, or by building it yourself from
open source, or finding someone else who already has.   Sun does not provide it
as a separate install for old OS versions, but someone else may - I haven't
checked.

Sorry, I don't know - those files came from the localization groups long ago,
I don't know if there's any public documentation on their format.
