I set Visual Effects to None and there was no change.  xev still shows Mod4+x 
is 
passing through untouched, i.e. Gnome is not recognizing it.  I checked with 
'ps' and there were no compiz processes running.

Then I wondered if maybe this requires logging out and back in before it takes 
effect.  I logged out and back in and then all my shortcuts suddenly worked 
correctly.  Visual Effects was still set to None and there were no compiz 
processes running.

Then I set Visual Effects back to Normal (where I had it before) and the 
shortcuts still work fine.  Then I logged out and back in again and the 
shortcuts are still working.


So the issue appears to be that new custom shortcuts do not always take effect 
until you log out and back in again.
