Interesting idea. As IRC itself requires an ongoing connection, you'll need a bouncer or bouncer-like software.
Getting a (pushed) notification whenever I receive a highlight or a private message might be cool. Together with the actions inside notifications introduced in Android 4.1 it would be easy to decide if you want to connect to the bouncer and react to this message. The only disadvantage is that you'll need some kind of server support and therefore this feature is not easy to use for everyone.
