ip6tables rules drops traffic that should be allowed

Bug description:
We're experiencing an issue, where ip6tables rules that should be
allowing in SSH and HTTP traffic is not being accepted, and it appears
that all traffic hits the neutron-openvswi-sg-fallback rule, and is
evaluated to a DROP.
