My operations:
1. create an image take the param image_id, the image created successful.
2. delete the image, the image deleted successful.
3. describe image, and without the deleted image, it's ok.
4. create a new image with the same image_id, the duplicate exception raised.
5. It's a bug, we should be able to handle this situation.
