looks like the grenade is not ruining on tempest changes.

Bug description:
In this [1] grenade job, both test_get_ca_certificate and
test_get_certificates failed [2].
The 404 also visible in the keystone log [3] .
I do not knew why the CA cart not always visible, but is should.
