The OVS plugin is earmarked for removal. I don't think there's any value
in making this change now. Please consider using the ML2 plugin.

openvswitch plugin does not supports rpc_workers

Bug description:
rpc_worker option supports multi rpc worker process.
and It requires start_rpc_listener method and start rpc worker here.
ml2 plugin implements this method, so that rpc worker get works.
but openvswitch plugin doesn't implements this method. so rpc_worker
options are discarded.
