This is not a bug, but it is the expected behavior of the current
provider networks extension.

A blueprint [1] proposes to reduce constraints on inputs.

  net_create fail without definite segmentation_id

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  if i define provider, but no segmentation_id,  net-create fail. why not 
allocate segmentation_id automatically?
  ~$ neutron net-create test --provider:network_type=vlan 
--provider:physical_network=default
  Invalid input for operation: segmentation_id required for VLAN provider 
network.
