When specifying the Cisco CSR VPNaaS driver, a cisco_csr_identifier_map
table is used for mapping OpenStack VPN resource IDs to Cisco CSR IDs.
This table is used by the service driver, but the table is not
registered during init (the service driver is loaded after the plugin
has already done configure_db).

Need to register during __init__.
