ovs_neutron_plugin doesn't implement multiple RPC workers, only ML2 supports
multiple RPC
workers.

Steps to reproduce:
1. Set Multiple RPC/API within neutron.conf file to 8 (the amount of cores of
the bare metal host)
2. run: "openstack service restart.
3. In deployment with ML2 plugin all 17 processes are spawn.
4. In deployment with Openwswith plugin only 9 processes of API are spawn.
