This is a root memcache issue. If not addressed there we could uri
encode ourselves.

1. memcahe is enabled
2. AZ name has space in it such as "vmware region"
Then the nova-api will go wrong:

Reason:
Memcach retrieve the AZ name as key and check it. It will raise an error if
there are unexpected character in the key.
