  Polling minimization lacks the option to configure a respawn interval

Bug description:
  The patches that enabled polling minimization
  (https://bugs.launchpad.net/neutron/+bug/1177973) neglected to include
  support for a configurable respawn interval for the ovsdb monitor.
  The respawn interval is by default None, which prevents respawning the
  monitor.  This omission results in the l2 agent reverting to polling
  all the time if the ovsdb monitor is killed or loses its connection to
  ovsdb (e.g. when ovsdb is restarted).

  The suggested fix is to add a configurable respawn interval and
  default it to something like 30s to ensure a balance between timely
  respawning and excessive respawns in the event of the monitor
  repeatedly being unable to start.
