Bug description:
During rollback operations, the resource is cleaned up from the neutron
database but leaves a few stale entries in the n1kv specific tables.
Vlan/VXLAN allocation tables are inconsistent during network rollbacks.
VM-Network table is left inconsistent during port rollbacks.
Explicitly clearing ProfileBinding table entry (during network profile
rollbacks) is not required as delete_network_profile internally takes care of
it.
