when click a panel, other panels are expanded and collapsed

In stable/icehouse:
Steps to reproduce:
1. login as admin
2. Click "Project Dashboard"
3. Click "Compute" panel group to expand
4. Click "Overview" panel
You will see that all other panel groups of the "Project Dashboard" are
expandend and collapsed.
Same situation occurs when clicking other panel.
That is,
when clicking a panel, all other panel groups of the clicked panel's parent
dashboard are expanded and collapsed.
