This was reported for libvirt:
https://bugs.launchpad.net/nova/+bug/1155842
While Linux can mount a disk with an ISO format, windows wants the ISO
added as a CD rom device.
This should be fixed in the XenAPI driver.
The latest cloud-init is able to read the config drive if its on
Windows 2012 or later, and Windows 8 or later.
