Grant role to user on a project by following command:
curl -H "X-Auth_Token:$ADMIN" -X PUT  
http://localhost:35357/v3/projects/2fb15258b1f44e05937070be864ed9b1/users/c6b7c33a5cfc45ba8d666b03ba29ea34/roles/7117d8a1a8c04d038c54cf75f6b354b4


it is successful.Then execute the above command again, though it fails, but 
there is no error message prompts.
In fact,it produced a conflict exception,but create_grant didn't process the 
exception.
