Bug description:
The current code to see if the Big Switch ML2 driver can bind a port
as IVS does not suppress the 404 error in the server manager and
catches it later. While this logic is technically correct, the server
manager treats it as a failure and dumps error messages into the logs
every time it happens so the logs become very polluted during normal
operations.
