Bug description:
  python setup.py build fails on Windows due to the following hardcoded
  /bib/sh path in setup.py, line 120:

  def _run_shell_command(cmd):
      output = subprocess.Popen(["/bin/sh", "-c", cmd],
                                stdout=subprocess.PIPE)

  A possible solution consists in  replacing "/bin/sh -c" with "cmd /C"
  when os.name == 'nt'
