Bug description:
Security group rule before/after_create notifications are done in
create_security_group_rule() from SecurityGroupDbMixin.
But currently SecurityGroupServerRpcMixin is used to support security group
extension in plugins.
It is derived from SecurityGroupDbMixin. Both have
create_security_group_rule() method so in SecurityGroupServerRpcMixin it is
overriden.
Hence create_security_group_rule() from SecurityGroupDbMixin is not used =>
notifications are not sent.
