I think we can close this, as the domain role assignment is already in
Horizon.
There is work on-going for domain scoped token to make this useful.

Bug description:
The Identity V3 API adds support for domain roles.
There is currently no support for this in the UI e.g. no way to add a
domain role to a user (at least that I can see!)
