Currently, lbaas has no way to pass region and endpoint-type to barbican
client when accessing the barbican containers.
This becomes an issue in a cloud with multiple regions and endpoint
types. So we would like to have region and endpoint-type as parameters
while requesting for a barbican client in barbican_acl.py
