Public bug reported: When we use multiple service plugin that each have their own service_providers configured, the neutron-server service fails to come up.
For example , when we try to load LBaaS + BGPVPN + L2GatewayPlugin services together into the neutron server, only the last service_provider entry is retained by neutron/services/provider_configuration, that results in unmatching service plugins to EXIT on load, thereby bringing down the neutron service.
