Public bug reported:
Once VPN API tests are operational again (bug 1483417), they should be
enhanced to exercise the new endpoint group APIs and the modifications
to other APIs resulting from the new endpoint groups (e.g. no local
subnet specified for vpnservice, and no peer subnets specified for ipsec
site connection API - instead these are in endpoint groups).
This will require mappings in the tempest, as is being restored by
1546786.
This will improve the coverage of the API.
