Public bug reported: Steps to reproduce: 1) Set up Nova devstack to user NoopQuotaDriver by setting quota_driver=nova.quota.NoopQuotaDriver in the default section of /etc/nova/nova.conf. And restart nova-api, nova-conductor and nova-compute. 2) Launch an instance 3) Go to project/overview and see that pie-charts show that 0 instances are running.
