Fix migration query with unicode status
Running 'nova migration-list --status xxxx' from the command line
results in the status being passed to the db query as unicode.

Bug description:
'nova migration-list --status xxxx' returns no results. On further
investigation, this is because this status is passed down to
db.migration_get_all_by_filters() as unicode, which doesn't handle it
correctly.
