Delete a magic number of security_group_rule quotas test
The quotas tests of security group rule have a magic number.
This is the number to avoid the resources created by default.
Fixed to assign the appropriate number by the resources lists.

Quotas tests are not covered enough at each resources.

Bug description:
The quotas tests in the case of create resources over limit value are
not covered enough in unit tests/functional tests.
A part of the quota test of the network already exists.
But these tests do not exist - subnet/port/router/security group/security
group rule/floatingip.
These tests are necessary for it avoid that the user can create
resources by mistake.
