If the subnet of a network is dhcp disabled,Executing 'net-ip-

In MitaKa，
If the subnet of a network is dhcp disabled,Executing
'net-ip-availability-list' returns None,
Even if the subnets configures address pool
Test process is as follows：
1)Created a network with a subnet,the subnet is dhcp disabled
