Swift supports quotas at both the account and container levels. Horizon
supports neither.

Swift's account level quota settings seem that they'd fit into horizon's
existing quota infrastructure (though I can't find any evidence that the
defaults can be set via swift's API). The two account-level quota
settings are x-account-meta-quota-bytes and x-account-meta-quota-bytes.

Container quotas is out of the scope of this.
