The logic to push objects onto the wire to the agents
(neutron/api/rpc/handlers/resources_rpc.py) doesn't send the context
with it.

This makes it difficult to trace a request-ID all of the way through to
actions on the agent. It would be nice if we sent the context to
preserve the request-ID.
