As volumes backup management functionality is added in horizon through
blueprint https://blueprints.launchpad.net/horizon/+spec/volume-backups,
but the options are not enabled by default.
In order to enable the volume backup management functionality in the
horizon, the user has to to enable the backup options in /etc/openstack-
dashboard/local_settings file:-
OPENSTACK_CINDER_FEATURES = { 'enable_backup': True,}
This option must be enabled by default.
