    Add vpnaas conf to Q_PLUGIN_EXTRA_CONF_FILES
    
    A recent change[1] that adds lbaas conf files to
    Q_PLUGIN_EXTRA_CONF_FILES has broken vpnaas devstack
    plugin.

Bug description:
  I can see the below error in the neutron logs.

  Not sure what neutron/vpnaas change has resulted in this failure.

  As we're now using the vpnaas devstack plugin for jobs, we could
  probably stop setting the default service_provider in
  pre_test_hook.sh.
