  Releasenotes have broken links

Bug description:
  If you run "tox -e releasenotes", you get these warnings:

 WARNING: Duplicate explicit target name: "this".
  
/home/aj/Software/vcs/OpenStack/openstack/neutron/releasenotes/source/liberty.rst:3:
 WARNING: Duplicate explicit target name: "this".
  
/home/aj/Software/vcs/OpenStack/openstack/neutron/releasenotes/source/liberty.rst:3:
 WARNING: Duplicate explicit target name: "here".

  problem is that several release notes use `here <url>` - but they all end in 
one file and RST specification says that "here" is a label.
  I suggest to rework the links completely and avoid these.
