[Test step]
1. Create cell1
2. Commit a command "nova-manage cell_v2 map_instances --cell_uuid <cell1 uuid> 
--max-count <max_conut>",
error is occured because of 'max-count' argument like below.

[root@aosc cmd(keystone_admin)]# nova-manage cell_v2 list_cells
