Public bug reported: If I have a Neutron external network with more than one subnet, two of which are marked with service_type "network:floatingip", I should be able to choose from which subnet I allocate a floating IP from.
The use case here is if I have an external provider network (marked as router:external) that can host both internally routable floating IPs (in 10/8) as well as public Internet routable IPs.
