Values which can be specified in OPENSTACK_API_VERSIONS are only values defined in openstack_dashbaord code. In nova case, "2" is the only valid value [1]. If other value is specified in OPENSTACK_API_VERSIONS, an exception will be raised. I cannot understand why other values like "2.6" can be specified in OPENSTACK_API_VERSIONS. I believe we don't need to fix this.
