Because of issue https://bugs.launchpad.net/tripleo/+bug/1753209 we had to get
rid of API tests related to shared networks and move it to UT.
It would be good to have some fullstack tests to cover this code as in
fullstack separate neutron-server is spawned for every test so it will be no
any race with other tests.
