Problem:
if directly change router gateway port IP address, in l3 agent side, the
gateway IP does not changed in router related namespace.
Testing is on the stable/queens, but master code is basicly same.
Reproduce:
(1) add new IP (172.16.200.30) for the gateway port:
openstack port set --fixed-ip ip-address=172.16.200.30

(2) remove the old gateway IP (172.16.100.30) from port:
openstack port unset --fixed-ip
