Public bug reported: Azure retries polling IMDS for metadata and reprovisiondata when a timeout occurs. However this should not happen when polling for reprovisiondata as a timeout could indicate that the IP address has changed and that we should do a dhcp instead of polling, which is going to result in timeout during every poll.
