  event posting fails for check-cahce and init-local

Bug description:
  maas                                  2.1.2+bzr5555-0ubuntu1~16.04.1
  cloud-init                         0.7.8-49-g9e904bb-0ubuntu1~16.04.1

  
  when I boot a xenial node with cloud-init, I get these 4 failure post backs:

start: init-local/check-cache: attempting to read from cache [trust]
  Dec  1 07:16:53 bohr [CLOUDINIT] handlers.py[WARNING]: failed posting event:

  Dec  1 07:16:53 bohr [CLOUDINIT] handlers.py[WARNING]: failed posting event: 
finish: init-local: SUCCESS: searching for local datasources
  Dec  1 07:16:53 bohr [CLOUDINIT] handlers.py[WARNING]: failed posting event: 
start: init-network/check-cache: attempting to read from cache [trust]

  
  I'd expect them to work and run cleanly.

  Node deploys successfully, so this is not a major issue for us, but
  seems like noise that should be fix.
