I came here to report the same bug, maybe I can explain what the problem is:
In https://docs.openstack.org/keystone/stein/install/keystone-openrc- ubuntu.html in the "Creating the scripts"-section, paragraph two the docs say to "replace DEMO_PASS with the password [...] for the demo user". However, the script doesn't use DEMO_PASS but MYUSER_PASS (line 5).
