Both the PID and the config file for the HA metadata proxy are created
by "root" user:
[root@controller-2 pids]# ll /var/lib/neutron/external/pids/
total 8
-rw-r--r--. 1 root root 7 Dec 9 19:34
deb76f07-a202-4f5d-a12f-d388f23a70db.pid.haproxy
Because of this, the deletion of those files should be done with elevated
privileges.
