"neutron-tempest-plugin-scenario-ovn" job is timing out very frequently.
Current test case execution timeout is 10.000 secs (2h46m). Some builds
are finishing (including installation) in 2h45m - 2h55m. I would
increase the timeout to the current global zuul timeout (3h).
