the issue.

Bug description:
INFO: pip is looking at multiple versions of <Python from Requires-Python> to
determine which version is compatible with other requirements. This could take
a while.

ERROR: Cannot install cinder because these package versions have conflicting
dependencies.
The conflict is caused by:
boto3 1.19.10 depends on botocore<1.23.0 and >=1.22.10
The user requested (constraint) botocore===1.22.10
